I’m currently using Photoscape. Although it’s probably not the best and has less features than those mentioned above, it’s really easy to use for every simple photo editing – cropping, caption, some simple effects.
For more advance and free, I prefer GIMP. It also supports few more image extensions, not to forget some great features.
